- Trash people should not be allowed to own dogs.
- Blaming the dog is stupid.
- Find someone who actually gives a shite about animals and let them know. Maybe they can talk the owner out of keeping the dog.

I don't understand why someone would keep a dog chained or penned up all the time...why have a dog.
But I have no problem with people who keep their dog chained or penned up while they are not home. They are being responsible pet owners.
Also, living in a neighborhood or just in the rural areas with neighbors is a give and take. Neighbors who do nothing to restrain their pet are really bad neighbors. But neighbors who expect to never hear a dog bark or have someone's dog escape their owners property are equally bad neighbors.
A neighbor who keeps a dog chained 24/7 is just a bad pet owner.

That's how I ended up with one of my first dogs. Neighbor kept his yellow lab chained 24/7 and after witnessing him essentially ignore the dog for about a month, asked him if he wanted it. He sort of shrugged it off. Then, one day, it started storming like hell broke loose and the dog was just laying down closing her eyes. Had enough of it, went over and untied the dog and brought it to my house. The guy watched us do it and never said a word. She lived a great 10 years after that
