Wut? In the first few weeks after she took over she established 3 brand new offices in City Hall to work on bullshite. She's all about ad hoc teams and appointing committeess. She's a fricking joke. The flip side is, I say Charbonette doing a damn personal injury commercial a few days ago like Morris Bart. That was our other option.

"Silo" is like tunnel vision. A department, or field of endeavor is so focused on itself and it's own inner workings that they can't get out or won't get out and work with the rest of the organization.
Like being at the bottom of a silo, with just yourself in there and your concerns as boundaries.
