I’m saying he has qualifications beyond his skin color. Did white candidates have a shot at that job? No. But, he’s also not just some guy with no qualifications.

I agree with all of this, however, the massive issue is that none of these are necessary qualifications for a position such as Chief, which means Broome should be left out to dry on something like this.
