This is certainly true and it puts the people in charge of making the decisions on who should be released back into society or kept incarcerated pretty much an educated guess.
Some people like Kemper, who I mentioned in an earlier post, knew how to play the game and acted like he was full of contrition and the psychiatric help he was getting was sufficient to release him from juvenile custody, only to to on and kill 8 more times.
