Arresting someone for a victimless crime doesn't exactly scream "efficient"
When she can't hold a job because she is a dopehead, she will have to steal to get money to feed her habit. Drug crimes are NOT victimless!

Hate the idea of them "crying wolf" as the gain of a single arrest doesn't seem worth the potential cost of they put something out later that isn't believed.
