People always refer to drug crimes as "victimless". That is bullshite. As she gets more addicted to dope, if she has children, they are victims.
When she can't hold a job because she is a dopehead, she will have to steal to get money to feed her habit. Drug crimes are NOT victimless!

Hate the idea of them "crying wolf" as the gain of a single arrest doesn't seem worth the potential cost of they put something out later that isn't believed.

That said, she's a terrible person.
