I agree with you, but the "mass shooting" statistics that are used do not make this distinction because if they were honest about the number of actual "mass shootings" that occur people would realize how extraordinarily rare they are. Even with the inflated statistics due to using shootings most people would not label as "mass shootings," they're still extraordinarily rare but they can say there have been "[this many] in 2023 ALONE!!!!."

Today, a shooting where more than one person is hanging around is deemed a "mass shooting" by the media. Gotta get those counts up! Also, any firearm capable of shooting more than once without full disassembly to reload is considered an "assault rifle".
