Hard to say that the cop was wrong when the guy was running towards people with a gun in hand.

Exactly. Even if the guy was completely innocent it doesn't mean that the cop is necessarily wrong. That's called a tragic outcome. Nobody's wrong and everybody's a victim. The guy unfairly lost his life and the cop who shot him has to live with that.
There are no winners here if that's the case.
Ideally, you'd like to see the officers withhold fire and give instruction to anybody wielding a dangerous weapon in order to be able to judge who is an aggressor and who's an innocent possibly looking to help. There's a large risk to the officers lives in order to make such a determination so I don't know that it's necessarily fair to ask every officer to do that. These are tense situations and adrenaline is running.
I'm sure in a perfect world we'd all like our police departments to only hire officers who are brave, cool and level-headed under pressure but who's to say how any of us would react in similar situations.
Until they invent RoboCop this is the sort of collateral damage would just going to have to live with.
