I would tell the wife and leave it at that.
If the guy is a good friend of yours, then you might consider letting him know what you saw without accusations since you didnt actually catch them doing anything

I think you need to explain to the OT what you were doing at the car wash at 930 at night?
Were you there to meet up with your SIL?

Most definitely let the wife handle this if it's her side of the family. I can assure you of one thing and you should pay attention.

This seems like a really bad idea. Adding secrets and something deceitful to YOUR marriage is not something you want to come back on you.
Tell your wife, and point out that infidelity isn't something you can stand. Tell her that you strongly feel like husband needs to know and that she needs to convince sister-in-law to fess up.
