At this point, I really think when people are "triggered" by something like this, its that person's people doing work behind the scene.
In todays world being on the cover of something isn't good enough. People don't stand in line at stores AS MUCH to see the magazines, etc so you need a story "People are worked up about THIS". People then send it to people, post it on social media "I can't believe this picture is upsetting everyone".
You can get probably more views if its a story on social media that it would if it is in a commercial.
