I just had to pay the DMV for an insurance lapse that a dead woman had
That doesn't make sense... Does she still own the car?

isn't that the truth. All they know is "owe money." They don't care what for, it can not be fixed unless you are paying them money.

How did the dead woman get involved? Was the car still in her name?

Doesn't matter, legal tender only applies to debts, not privileges.

Who said they were paying a fine?

Hit us with the same BS. When we sold our house in Louisiana, our insurance policy became Blah Blah of Texas instead of blah blah of Louisiana. I left a vehicle at my dads while we were getting settled and they said that my carrier for 6 months was not licensed to issue insurance in Louisiana. The truck never left LA. Nine years later they sent us the notice of a crazy fine we owed.
Luckily my parents are crazy with keeping records and we had proof of insurance and the bill of sale showing it stayed in Louisiana and had insurance. After six months of silence, I got an email saying the case was settled. F'um
