Actually, this is incorrect. Savage was initially slated to win the IC title from The Honky Tonk Man, and DiBiase was supposed to win the World title at the WM IV tournament. However, HTM refused to job to Savage and threatened to show up on NWA television with the IC belt. To appease Savage, Vince decided to let Savage win the World title instead, promising DiBiase a future title run (which never happened, leading to the creation of the Million-Dollar title).
