As someone who served and bartended my fair share back in the day, I still think the worst type of table you can have is teenagers(of any race) with no parents. By far. I'd rather have tables of cultcha then the teenagers any day of the week. Not only will the teenagers not tip you, but they also like to try and impress each other by fricking around and trying to be funny whether it be with you or the restaurant and make your life miserable.
Cultcha tables aren't as bad of tippers as people make them out to be. Yes, they are by far less likely to tip you well than a white table, but its not like its 0% either.

I always tip 20% but I have had this debate with friends, family and coworkers.
I believe that if someone gives you terrible service you shouldn't tip them at all (my wife doesn't allow me to practice this) but most of my family and friends just believe that is cruel and unusual and you should just reduce the percentage of the tip but give something.

Boomers are very hit or miss in my experience. Some tip very well but then some will tip extremely poorly or not at all

It depends on what the bad service was
A lot of times the bad service is not the fault of the server, I wouldn't blame them. Like if the kitchen is taking too long or fricks up an order, that's not the server's fault. Yet, idiots think it IS their fault and tip them poorly. You might think you are sending a message, but in reality you aren't. However, even when mistakes(that aren't the server's fault) are made, I would still expect the server to have a good attitude about it and do what they can in the meantime to make things right.
Now if its attitude related, or you can just tell the server is being lazy, then by all means don't tip the server.

I don’t go out to the bar as often now, but it’s my regular watering hole, I’m friends with the staff. I always tip extremely well and so they treat me extremely well. The other night I went, buddy and I drank for an hour and shot pool, and the bill was only around $13. So I tipped him 50+%.
He had taken off the table charge for billiards because it was hot. I ended up coming out ahead.
So I always make it a habit to leave a good impression to places to which I intend to return

It goes both ways. A lot of times people receive bad service because they are looking for ways to manufacture problems or reasons to justify bad tipping. And in return they will get "bad service", not because its actually bad, but because they were looking to get bad service.
Likewise people who look to get good service will usually get it, especially if they reward those who are serving them.

But I did have someone do it to me before, but they started with $4. I just told my manager what was going on and she gave the table to someone else. Anyone who does something like that is a total a-hole.

A big Part of the internal code I live by are the ancient laws of hospitality. Xenophilia.
I make it a point to always be a good and gracious guest. To bring gifts. To offer to help. To respect my host’s abode.
And likewise when I have guests I always treat them with the utmost respect and present them with my bounty. Guests always know they are safe in my home.
Guests that respect the ancient laws are welcome back. Those that don’t never darken my door again.

Well, I meant they won't present it as "Blacks Tip Less Than Whites" and that's it.
They literally blame white people for black people tipping in a couple of those articles

Back in the 80's waiting tables in the French Quarters of New Orleans, I mistakenly agreed to work extra shifts during Bayou Classic week.
I've never sold so many Strawberries daiquiris with extra whipped cream and made so little money in my life.
I thought my table waiting skills had dropped off to the point that I would have to retire from this fine career.
But little did I know that the other wait staff had sold just as many Strawberries daiquiris with extra whipped cream and made so little money in their lives.
It weren't my waiting skills that had dropped, it was the class of customer who decided to visit the wonderful French Quarters for that particular week.
