The guy I was happy to pay thousands of dollars to was Hispanic, spoke English
I have 50 customers that are illegal and speak english. What does being able to speak english have to do with immigration status?

When I say that was it.
I said that's it FOR ME. Guy was still trying to get my business. Offended? I couldn't speak to them. They were outside while I was inside calling
I guess I should've invited them in for snacks

I don't know what it means, but it's in a setup separate from lawn.

Would you rather 3 "illegals" show up ready to work, or three white guys show up either hung over or methed up?

Well the owner/foreman was running behind
If "running behind" means he wasn't ever going to show up, then he may not have been lying to you. If the usual practice was for him to be there and run shite, there's no way they would have just kicked it into bust up the yard mode on their own. I would have done the same as you.

It's kind of amazing the reaction you are getting. You pay for a job, the company doesn't put anyone on the job that can communicate with you to the point that you are assured that you will get what you pay for, but because there is a high probability that these workers happened to be illegal, you are the a-hole.
Appropriate response:
A) Halt work and call company to inform them that foreman is not on job.
B) Halt work and wait for foreman to arrive.
C) Attempt to communicate with workers without condescending, broken spanish.
D) Expel all workers from property and spend several days obtaining a new bid and company who will undoubtedly also have non-english speaking laborers.
I think we can all agree he made the reasonable, sound decision.

there is logic behind if you are here illegal, you learn english to blend in.
if you here legally, you dgaf about blending in and conveniently don't speak english.

A. I halted foreman and called company. Company didn't answer phone after 10 calls. I didn't know there was a foreman. Perhaps one of the workers could've told me if they spoke English
B. Oh, my bad for not speaking their language. Oh jeez.
C. Expel workers. Have another company coming out tomorrow whose installation crew does speak English.

I have worked various summers doing different manual labor gigs in HS and college and it was always with 90% Hispanic crews.
They can speak way more English than they let you know and definitely understand a lot more than they let on. All of them were legal workers too. You cannot tell they are illegal from your experience and you were a dick to the foreman for threatening to turn him in for hiring practices.
It was justified to believe "I would like to wait for the foreman to show up so I can communicate my wishes for the job", but you handled it the wrong way. Why couldn't you just google how to say simple Spanish sentences like "hi, I want to wait for you boss to appear"? You live in Texas, I'm sure you can pronounce Spanish words.
Those Hispanic workers though, are the best manual laborers on the planet. I would bust my arse and do less in a whole day than they would get done before lunch. Its insane. And they usually do GREAT work. One summer doing landscaping, our boss had to force those guys to take water and lunch breaks because they wouldn't stop working.
There was a recent VICE story on HBO about Hispanic vs. White/American workers in Alabama. Its pretty informative, you should check it out.

It'll take twice as long and be done half as well

Nah...they don't care either way really. I used to employ some and deal with many subs that still do. Not all of them are illegal as many have stated but they don't care about English one way or the other really. They just want to do a job and get paid so they can support their families back home. I have spent many Friday's taking crews to Western Unions to send their money home.

No, this company is in bee cave and they're as expensive if not more
You can really frick up a property with a shitty sprinkler install, so I didn't want to be one of those people getting what I pay for
But I went with this other one because I liked the guy and he was super professional
