Then Monday rolls around and they tell me that I didn't get the position due to an outside hire fresh out of college with 0 experience in the field that was willing to do the job for $25k cheaper than my salary demand was,

Start looking elsewhere. If they're hiring people with no experience for less money, it's a sign your job could be on the chopping block in the near future. They don't value experience, only the ability to hire for less money.

Aren't you job searching now and bitching about no one hiring you? The above is a HUGE red flag and might be why.

I make more than my boss and he is younger. But he has to babysit people and I don't.

I wouldn't do anything rash, but you need to understand this is the direction companies are going. They will constantly look to save on costs, and do what they can to push older/higher paid workers out the door.

Nah. State Government is structured in LA where you will not get a raise or promotion without jumping around. Just how it is. So far everytime I move, I get about 25K more and gain more skills I wouldn't have otherwise.

I interview this week for a Director position in D.C. I'm doing fine.

Start looking around. If a promotion happens to come your way, then great. But sometimes you have to leave one employer for another to get your promotion. As promotions come and go, and you're still with the same employer, my opinion is that you'll start to look less and less attractive to an employer.

Sort of like that girl you know you could date but opt for another one instead. The longer the girl hangs around waiting for you to ask her out, the less respect you have for her.

Something doesn't make sense.

Are you saying they hired a guy with the same education level as you but with zero experience?

Or did he have a masters?

If it was another peer that ended up getting it, I would advise to keep working harder and the next one would be yours. I've heard several managers say they watch closely the reactions of people that didn't get the promotion the first time to determine if they will get another chance. You could also ask the manager what was something you can improve to help your chances the next time around.

The fact that the company is bringing in someone from the outside to pay less is more worrisome. I would continue to work hard but keep your options open elsewhere. What kind of work?

Work your arse off for the next year, gain invaluable experience, take risks, get visibility and when they love you and want to give you more stuff, walk out. I've done it before and it feels great. The work I did in that phase was my best and I still draw from those experiences. I was mad and it fueled me and at the end, I left on my terms.
