I worked retail in the mall when I was in college and this was pretty common in a department store I worked in. They would rush in the doors grab what they could and run out to a waiting car.
We had loss prevention associates but by the time you called them and they got the police or mall security set up it was too late.
As sales associates all we could do was watch it go down.

When I was in school I worked at a Sears for a few months. One time a guy came in and stole one of those craftsman tool set suitcase then about hour later tired to return it for cash.
