Fair point on Congress.
On Trump however, if he cares about anything it’s what his base thinks of him. They’ll turn on him in an instant if he starts a war abroad while normal Americans are struggling at home economically. It would also be him doing a complete 180 on a “core tenant” of both of his administrations, which he really hasn’t done.
But let’s say he does, who’s going to fight in his dumb war? Military retention has struggled every year for the past several years (with the exception of this one I think). Nobody is going to re-up to go to Venezuela for oil and as I said, it’s going to be expensive. If congress doesn’t approve it, where does that money come from? He’s not an idiot and he absolutely knows this would be an economic , logical and operational shite show.
This is just saber rattling. He doesn’t want a war with Venezuela or anyone really. He wants to force concessions. This is his go-to move. He either wants favorable trade terms or he wants Venezuela to allow us to dump migrants there. Or both.
And as for funding, he doesn’t need Congress right away. The War Powers Resolution gives him 60–90 days to operate unchecked. In political time, that’s more than long enough for a “limited action” to metastasize into a full-blown conflict he can't walk away from without “showing weakness.”

China will be fine. They only have one refinery capable of refining that black gunk anyway. They buy most of their oil from Middle Eastern, Central Asian, and African countries. They will probably just wait this out and then go back to routine.
