That's because of our state's idiotic inventory tax scam that drives away large volume businesses and warehouses. You can largely attribute the growth of Houston's port to when the state levied that suicidal tax.

Adding Target as an anchor was a big get for Esplanade and is probably why they're not more "dead" at the moment. I was surprised The Grand built an entirely new building for their theater instead of renovating one of the closed anchors.
