Chipper Jones rescuing Freddie Freeman was pretty cool though.
I feel bad for all those people who were stranded though. Who knows why they were out there...just wouldnt see me out there when they tell your not to be out and about.

Wind chill has nothing to do with the moisture remaining frozen or not.

The forecast for Atlanta was tricky. The area south of Atl was in warning area. Atl was in a winter weather watch on Mon, downgraded to a weather advisory at 11 pm Monday then upgraded to a warning at 5 am on Tue. At that point the schools should have been closed but were not. Schools and business decided to close early and all the traffic hit the streets at one time. Curfew would have not made a difference as most of the stranded have been there since late afternoon early evening. This is the worse case of lack of awareness and lack of preparation of govt officials I have seen. All news reports on Mon were about how the DOT were going to stay on top of clearing the roads since the 2011 storm was not handled well. This is worse than 2011.

That's not entirely true and I don't think that's what he meant. Wind chill can indeed speed up the process of frozen precipitation on roads by lowering the surface temp. Roads don't become immediately frozen just because the temp drops below freezing, the road has to indeed undergo a tempature change. Maybe that's what he meant; and wind chill can make any surface or object cool faster
