A due diligence stage follows a PMT, after which a final award agreement will be reached. As milestones of the projects are achieved, funds will be disbursed.
The Departments of Defense and Commerce also issued a joint statement on Sept. 16 announcing Intel as the recipient of up to $3 billion in CHIPS funding for the “Secure Enclave” program, which “will support the manufacturing of microelectronics and ensure access to a domestic supply chain of advanced semiconductors for national security.”

Money has a lot of ties and requirements to follow Dem politics. Most will be wasted and not effect anything you are pushing in the long term. Besides all of the dem pork this bill began as the Supreme Court Security Funding Act of 2022 before morphing into typical pork barrel spending.

Nope, it's increasing competition. This will give American companies like Intel the ability to complete better against TSMC and the rest of the world.
There's nothing approaching a monopoly in chip manufacturing. You're just talking nonsense.
