While I'm certainly not one of those "let's use less than lethal force" people, couldn't he have moved away rather than standing closely by while some high guy fidgets around? Doesn't that make more sense than shooting someone without a real indication of danger?
I think cops are being trained to retain control of the situation peetty much at all costs.
That's my whole thing with this and similar incidents. It SEEMS like the training they receive leads to people being killed for things nobody should die over.

Important to understand the context of the location. In a place like BR or NOLA cops come across perps in this exact same situation ten times a day, but here? In Montana? Even in Billings a guy like this is an absolute menace to society. Public enemy #1. Cops here aren't exactly hardened to violent crime. I'm not surprised it ended in blood.

No the problem is you can't train for every scenario.
There are millions of different things that can happen.
Decisions have to be made in matter of seconds.
The important thing is hiring good decision makers and training them.
No matter how much training you give someone...a poor decision maker is gonna make poor decisions under stress.

Just for the record, our soldiers in combat have stricter rules of engagement than that. They cant shoot until they see a gun.
