In the video he says the surface oil is less than 1% of the leaked oil.. is that true?

he says that because his overflight proves what I see everyday, its not that bad out there and the oil is very spread out and when you do see it is very rarely that it is heavy crude rather mostly streamers or windrows of sheen.
