Please do some research. There was an even larger spill in the Bay of Campeche in 1979, and the only lasting effect is for an occasional tar ball to wash up on South Padre Island. But hey, don't let that get in the way of your fear mongering.

The moratorium applies wherever MMS wants it to. I have first hand knowledge that a permit was pulled yesterday for a workover in shallow water.
