Other research vessels and equipment are loaded and ready for deployment. Just waiting on BP to give the clearance so they can look at oil on the mid levels of the water column and bottom and also to help determine the flow rate.

BP will not want to do this? Why would they participate in the collection of data to be used against them later on in a environmental suit.

Or suit by commercial fisherman and fish conservation organizations.

there's already an armada of ROV's down there working. i would suspect that for they're trying to accomplish, an installation-type ROV would provide more functionality than ALVIN, even though ALVIN is a manned sub.

BP wont allow access to anywhere near the area. They will not be participating in any data collection.

NOAA gathered the equipment from scientists around the country and its on NOAA ships. Various scientists dont have the money laying around on grants to conduct such operations. However the data is very valuable so NOAA is borrowing the equipment and expertise and paying the scientists for consultant fees.

Yeah thats my point, if NOAA collects the data, it will be used against BP later, so BP will not contribute and funds or resources to secure data that is against their interest.

However the Federal Government should be stepping in and collecting the data through any of a number of government agencies, and BP cannot keep the Federal Government out of federal waters, however BP can use the Federal Government Agencies to keep Private individuals out of the areas within their so called "safety permimeter."
