The camp that you are looking at on the bay side is near a buddy of mine and yes they do catch trout and other things in that area at night. During October you should also have an endless supply of white trout near that pier, especially if the lights are often left on or are on a sensor. I can see it from my house so it would be no problem to pick you up and drop you off from there should you want.
A house on the beach is always an option if that is what you want, you can walk up and down the beach to pick your fishing spots.
As for the charter trips, I would be happy to have a conversation with you about what you are looking for. I run 2 24 foot Blazer Bays fully rigged for either trout or redfish. Don't want to violate any rules here but its not hard to find me should you want to call.
