In CCW class, I was taught that it was illegal to carry at a parade.
But as others have pointed out, there's ambiguity there.
New Orleans officials are not fans of constitutional carry, and it wouldn't surprise me if they caught an otherwise law abiding citizen carrying at a parade, that they'd throw the book at him to make an example.
In Jefferson Parish, I would carry without concern.
ETA: Mardi Gras is getting whatever the max security designation is from Homeland Security. I'm not sure how that will impact people who choose to carry at a parade.
