I have a family friend that lives in the Jasper, Arkansas area and she says the valleys there are flush with elk.

Is it impossible to get a tag?

Pretty much. You have to be a resident and then you can enter the drawing. They issue about 20 tags with 10,000+ entries

20

Is that only if you're hunting public? Does the permit system apply if you're on private?

Private uses a quota. I think this year it was 5 antlered and 10 antlerless. One elk per property. Non resident has to buy a hunting license and a elk tag that totals $700

I stayed in Jasper when I proposed. Also, I happened to drive through there yesterday. That part of Arkansas is so beautiful.
