I checked the halibut regulations for Oregon and their season will be open til July 31st if you end up going to Oregon.
The Oregon coast is broken down into 3 sections so you would have to go south of Manzanita, OR because north of there closes before you arrive.
So, the poster who mentioned going out of Garibaldi is a good option for you if that’s something you’re interested in. Typically any boat going for halibut will also target Ling Cod.

It’s not even close. Cold water fish are immensely better than warm water fish. With that being said, I love a lot of warm water fish, but it ain’t fresh cold water fish.
