Obamacare is not precedential in this context. Why lie?
The Supreme Court did not rule the ACA was illegal and the Obama admin did not ignore any Supreme Court rulings due to the larger effects of the law being unwound.

People who would get the money will be upset if they dont. And Democrats cant really campaign against something that mirrors UBI when they have been railing for that for years, especially when its limited to lower / middle income

I know we have different personalities on this board who like to troll, and this could be one of those attempts.
Putting that aside, the tariff checks are a horrible idea. Pay down the national debt. And if they want to go that route, Congress has the power of the purse and these disbursements haven't been included in any legislation, so Bessent is probably right.

They are arguing that if their tariffs violate the law (the referenced "frickup") that the Supreme Court should ignore the law and still rule for them due to how big that frickup was.
That is nothing like Obamacare's various rulings.
