Legally can if she accepts the job and Newsom has the power to appoint the job vs requiring a special election.
If she takes the senate seat, there is a vacancy and there is a majority vote in both House and Senate for a replacement.

I was taught growing up that it’s rude to speak ill of the deceased and if you don’t have anything nice to say then don’t say anything at all. So I will just say prayers sent for her loved ones.

I guess they think that if a deceased person can vote to elect a Senator then a dead person can also vote in the Senate.
