China has made a series of these tariff reductions since 2015. This is the fourth in a series of unilateral tariff reductions. They are NOT made between China and another country. The reductions are for all imports received by China regardless of where the goods come from.
It is part of China'a ongoing attempt to reduce its trade surplus/imbalance.
