Been saying the Catholic Church should do this for years. Nancy Pelosi, too. The Church shouldn’t selectively enforce their rules and ignore their closely held beliefs for select, high profile individuals.

Not surprising the response to this thread. Politics is becoming a religion these day.

The priest is merely there to provide the service.
The power that Catholics give to priests is antithetical to Jesus' teachings. Priests should be there to guide people spiritually. They are not intermediaries. They should lay out the guidelines for communion but not tell people if they can or cannot participate because there is no way that a priest can honestly know with 100% certainty what is in another person's heart.
The church I grew up in would pass around the communion tray and let people decide for themselves it they should participate. The pastor would not go around and tell people that he thought were sinners that they could not participate. (And we didn't need someone to feed us the wafer like we were children.)
A priest should always be willing to reach out to sinners. By refusing communion, he could have just hardened Biden's heart and made him less likely to give his life to Christ. People are less likely to join the church if they don't feel like they are a part of it.
And communion is just a ritual. It really means nothing. It's just a way for people to feel like they are closer to God. God isn't going to refuse someone that has given his life to Him entry to Heaven just because he doesn't do a silly ritual. Rituals are for humans, not God.
This is completely inconsistent with Catholic theology and Dogma. It is also inconsistent with about 1600 years of unanimous Christian thought on Communion.

First of all, God has commanded the death penalty in some situations (Gen. 9:6; Num. 35:30-34) and has given authority to the nation of Israel to put people to death for certain crimes (Ex. 21:12-17; 22:19; Lev. 20:10,13; 24:17,21). Jesus upheld the death penalty (Matt. 15:1-9; Mark 7:8-13). Jesus' unjust death was necessary for the salvation of mankind (John 10:17-18; Matt. 20:28; Heb. 2:14). Even in the story of the woman caught in adultery (that may not actually belong in the Bible), Jesus didn't protest stoning generally, only the hypocrisy of those who didn't also bring the man who should have also been stoned for the act. Revelation also supports God's judgment of blood for blood (Rev. 11:5; 13:10; 15:5-6).

There's still a lot more to say about this but the scriptures are clear that the death penalty is condoned because God is a just God and demands justice. For the imperfect justice that exists on earth, God will exact it in eternity.
"And do not fear those who kill the body but cannot kill the soul. Rather fear him who can destroy both soul and body in hell." -Matt. 10:28
