Does "drink" actually imply water??

I would presume "food and drink" means something like hamburger and beer and not a carrot and glass of water.

But try to imagine the LEO who tried to enforce 'no water' against someone who offered someone complaining of being thirsty a sip from his bottle.

Your post raises an interesting question. The proposed legislation prohibits distribution of “food AND water.”

Surely those who insisted that jurisdiction for impeachment exists only when it is possible to penalize with BOTH “removal AND disqualification” will argue that this legislation would make it perfectly ACCEPTABLE to distribute EITHER food OR drink, so long as one does not offer BOTH.

Nah, that would require consistency.
