I would presume "food and drink" means something like hamburger and beer and not a carrot and glass of water.

Your post raises an interesting question. The proposed legislation prohibits distribution of “food AND water.”
Surely those who insisted that jurisdiction for impeachment exists only when it is possible to penalize with BOTH “removal AND disqualification” will argue that this legislation would make it perfectly ACCEPTABLE to distribute EITHER food OR drink, so long as one does not offer BOTH.

Still waiting for evidence that the legislation is doing this:
Counties elect election supervisors. If you don’t have enough polling places that’s on the voters in that county. Stop electing incompetent people and your elections will run smoothly.
