they didn't quash the investigation. they didn't want some scrub-level employee looking into an Ambassador and had the Ambassador go to DC for the questioning. it's all in the OIG report i referenced
the government couldn't substantiate he got a grown prostitute, let alone children sex workers
if there was a cover up, we wouldn't know any of this and it certainly wouldn't be contained in a public document

He had enough clout to keep his job, even though the govt knew what and who he was involved with. He may have even had enough clout to have JPL named after him.

Yet somehow he is convinced unproven accusations against a single person constitutes a "pedophile ring."

There were eight different investigations, jack arse. If it had only been one person there would have only been one investigation.
And of course they ended up not "proving it." They frickin swept it under the rug just like they do every other time.
Times are changing though.
