There's no shame associated with the current system. Take away the magnetic cards and make them count stamps or show up to government facility to get wheat bread, cheese, milk, ground meat, and cereal.

Where's the incentive for anyone to do different with our current system?

Worse than crack, buddy. People who are hooked on crack know that they are doing wrong; it's just chemically/psychologically beyond their ability to control.

People who are 'hooked' on the Entitlement/victim mentality...BELIVE that their 'addiction' is morally justifiable. That...is a pernicious evil, with spiritual implications way beyond mere survival and prosperity.

Bottom line. Qualifiers for Mercy.
