The no fly zone was to keep the Iraq regime from bombing, strafing and dropping poison gas on the Kurds. The Kurds by the way were committing war against the regime. In effect the no fly zone was helping the Kurds attack the Hussein regime. Even an airhead should be able to see that would be unacceptable to Saddam. Beyond that why wouldn't Iraq have every right to fire missiles at our planes flying over his country?
Legality
Neither the No-Fly Zones nor enforcing them with aerial bombing were authorised by the United Nations.[8] The Secretary-General of the United Nations at the time the resolution was passed, Boutros Boutros-Ghali, called the no-fly zones "illegal" in a later interview with John Pilger.[9][10]
The American, British and French governments justified the no-fly zones by invoking United Nations Security Council Resolution 688, though the resolution made no explicit reference to no-fly zones.[8]
