Sounds like this pastor has terrible theology and likely has abandoned the Bible as the sole infallible rule for faith.
That aside, I don't see the problem with calling out the sins of the U.S. when tragedy befalls her. The prophets of Israel did this regularly, predicting God's impending judgement for her idolatry and calling her to repentance for that idolatry after judgement came.
