Yes my friend...you have finally found the answer that I had given you from the start.
So you are, however, suggesting that its a good idea to add a ground wire into the fence. You still, by your post, have to contact both to complete the circuit. This is not how most electric fences work, most have steel posts driven in the ground adjacent to insulated posts attached to the energy source and those steel posts are electrically connected forming an improved ground (lower impedance) in the vicinity of the charged conductor. To complete the circuit you must connect a load between the charged conductor and the ground. Otherwise current can not flow, regardless of how many and what type transformers are in the circuit.
However, energized fencing which is intended to prevent people from crossing a boundary one way or another does not normally rely on such hit or miss circuit completion. These fences will have the energized conductor and the ground conductor in such a configuration where it is highly unlikely a person could touch one without contacting the other. It is, however, the same principle...the circuit must be completed for current to flow.

If you really want to show your support and protect your sign, consider bringing the yard sign in at night. It's less likely the sign will be stolen in broad daylight. "Electric fencing" won't stop a TDS coward hell bent on stealing the Trump sign and, like another poster said, electric fencing increases the risk that a TDS coward vandalizes your property.

The difference between the energized barrier and the border wall is that the energized barrier is used where it is likely a person may try to enter or exit. The border wall is a deterrent to entry in an area where no one enters because there is a fricking hole in the wall that they simply walk or drive through with impunity. That hole exists out of necessity and is the point of entry of almost all people entering the US legally or illegally. People getting inside a protected area in the middle of nowhere when the only hole in the fence is securely fastened and there aren't millions of people passing through it every day is slightly different, no?

This would create a direct short and trip the circuit breaker.
