Sure, they spend more, but what are they buying? I'm not sure how long ago, but I read an analysis of "non-U.S." NATO forces and indicated that, combined, they spent about 60 to 70 percent of what the U.S. was spending, but purchased about 10% of the combat power. In other words, they were paying for a parade force and not legit military power.
So, that's a problem when you have to fight a real war. I have my own concerns about the U.S. "modern" military which is structured for increasingly non-lethality reasons and spending on non-lethality priorities.
