Good call.
What I see is...The shooter gets out of the car wearing a black hoodie, goes up to the other guy, gets maced and shoots him. Then the shooter runs in the opposite direction from the car, then doubles back and runs towards the car.
Edit...not sure if that's his hand. With all his clothes very tough to tell his race.

If you watch the vid a little before the shooting, you can see the car come through the intersection and pull over at that spot seemingly on purpose. My guess is that is did involve the protests, that the people in the car had argued with the guy who got shot, or with his group and pulled over when they saw him.
If they argued earlier, there's probably video of it somewhere.
