Well the overarching plan was and is to eat up as much of his first term with covid madness as humanly possible. Because Lord knows he can't do a damn thing else.
The "pandemic of the unvaccinated" script is currently working effectively as far as adding logs to the fire. He's a lazy bum who's using this situation to not have to work, just as so many others on his side have done.
