Nobody has seen the deal, because there is no deal. From everything that I have read, there is an agreement to meet again and talk more about this.
Here's a key part of this - if the Whitehouse has not released any signed agreement, then there is no signed agreement. Don't you think if an official document existed, Trump would be showing this off?

Basically we want to own the land the bases are on and not just a lease. We want all 7 Arctic countries to spend money and deploy troops to Arctic on permanent rotating basis.
These are the points of contention. Everything else was already previously granted.
