No reason to think that. These guys were all involved when the fight was simply for a new school district. Their reasons for getting involved were established before St.George ever became a fight. 2 years before, in fact.

The key to making this work is structuring the contracts very very carefully. You really need to have someone in place who does outstanding procurement.

Exactly right. Simply privatizing will not solve the problem. There has to be performance milestones, penalties, etc. I have worked on utility privatization contracts before. If the City is not proactive in monitoring, reviewing and improving the contract it will not be as successful.
Of course, unlike being publicly run, even a poorly performed privatization contract will eventually expire, allowing for improvement.
