No, it isn't.
It is an order of preference. I would prefer that I be permitted to deal directly with a physician on my own terms and be directly able to buy ANY effin drug on the market I choose to- no prescription necessary, no permission needed, upfront pricing.
I'm not a utopian nutjob... thus, I understand the chances of THAT happening are much less than me being the first black man to tap dance on Mars.
Second preference is to not pay DRASTICALLY more for the EXACT SAME drugs other countries get for cheap.
