A) condemn immediately
B) not jump to conclusions on motive
C) be short and unable to be taken out of context

Nah, I think it had more to do with uttering such lines as "Elections have consequences, and at the end of the day I won." to the Republicans then having his buddies "deemed passed" an unpopular healthcare bill.
