Your best bet is to attack it from the demand side. Make it so difficult that its not worth it to employers.
Most of these programs have become watered down. I know with the J-1 program you used to have to declare that the labor market for those jobs in your area is sub standard.
Charge a fee for hiring, or make the red tape extremely cumbersome and you'll get less H1B workers.
I dont blame H1B workers from coming here. Its their opportunity. Blame your govt for the loopholes.

I've been to India 4 times for a total of 6 weeks. I saw more despair, hunger, and flat out disgusting areas than anywhere else...
It's not even close. The caste system, they bring that shite here as well, Americans just don't notice.
I had to go for work and the last time, I said NO MORE.
