Yes
But even if it was the elite, they're highly tribal, so you end up with a foreigners running your country, and steering its resources to themselves. That's what you see in corporate hiring with the influx of Indians. You see the same thing in most elite professions, and in education, it's why Harvard Business School is 25% percent Jewish. It's tribalism, and not ability.
