Liverpool enquired about Dempsey before the preseason. Jol valued him at 10m thinking he could get LFC to pay that right before the American tour. Rodgers declined and there has been no inquiries since.
Now Jol is obviously panicking (read his quotes) since he knows LFC called his bluff. He's saying Clint is holding out as a negotiation tactic and to try and make the club look like a knight in shining armor.
Now Rodgers will ask Fulham what they really want for Dempsey. Well played from LFC.

Very true. Some reports actually suggest that we are no longer interested and that Fulham have had no other inquiries from English clubs.

No one else has even shown the slightest bit of interest this summer in Dempsey. Seems odd. Not even a foreign team.

Because he's overvalued.
People were so pissed at him for thinking about going to LFC, but that is the only inquiry (not even an offer yet) he's gotten.
