No reason we couldn't make it happen if we got rid of those three guys and we could offload Ramires or Willian as well and bring Loftus-Cheek into the fold for depth.

Griezmann is now ~€70K or so, and Isco surely will be ~€60K at least, I don´t see the acquisition of both.

I think Oscar, Cuadrado, Ramires, and Moses would get us about 75m, I think we could get those two for 120m. I may have no idea what I'm talking about though.

Won't lie, i haven't seen him since last season. All I know is that last year was the first time he saw serious time in the starting 11 and that he impressed.
ETA: I think saying he's better than both Sterling and Memphis is a bit of a stretch though. Both of those guys will almost always feature for two of the best clubs in the EPL. He would be a sub at best right now at Chelsea.
