If everything stays like this Germany would get screwed. They would actually qualify as a 3rd place team based on their points/GD, but wouldn't go through since they are 4th in their group.

that is correct
if current results hold (FRA 0 - 0 POR; GER 0 - 1 HUN)...
FRA 5 pts (GD +1); POR 4 (GD +1); HUN 4 (GD -2); GER 3 (GD 0)
Hungary would be in as a 3rd place team due to having 4 points
Group C 3rd place finisher Ukraine would be the final 3rd place team in with 3 pts & a GD of -1... which would be knocked out if Germany was in 3rd in the group instead

Honestly no idea what the right call is, he got a piece of the ball but was also extremely reckless and smashed the Portugal player

Nah, he got a touch of the ball because Danillo got a touch on it. He was too late there. I think if the same series of touches were to happen but with legs/feet, a penalty would have also been awarded as Loris would have most likely taken the player down.

I feel like it should be judged the same way when a keeper rushes out at an attacker's feet.
If he gets something on the ball, no pen. If no contact with ball, pen.
If he gets something on the ball, no pen. If no contact with ball, pen.
