Could anyone explain what is actually going on here?
Is this supposed to be:
a) a one-time celebration?
b) a bonus edition of Copa America with a couple North American teams
c) a new tournament that could possibly be the start of a new confederation?
And I know it's extremely early, so I won't be surprised if people don't know the answer to these questions, but:
a) are teams like Brazil and Argentina expected to bring their first team?
b) would the winner of this tournament get a spot in the Confederations Cup?
c) is there going to be a qualification stage for this tournament?

Yes with a possibility of c.. kinda. It's just a 100th anniversary edition of a tournament for the entire "Americas" both north and south. People are reading into it and predicting it's one step closer to CONMEBOL becoming the conference for both americas because it's a south american tourney being hosted in the US.. but I don't know if either side wants this.

probably not, that would probably go to the normal Copa America winner in 2015, hard to change up another tournament's qualification because this one is a one time thing.

Probably just use the same teams from the 2015 edition?
All of these are guesses, just what I'm trying to read into it.
